SAFE / SAFER Banking is still not law

As of April 2026, the SAFE Banking Act has not passed. Every cannabis-friendly bank still files Suspicious Activity Reports (SARs) on plant-touching customers under the 2014 FinCEN guidance, and every dollar moves through state-regulated channels.
